First is get this bird vet checked and a CBC to rule out this being a health problem.
Be sure he is eating a healthy avian diet daily.
Provide lot's of fun and interesting toys for distraction as well
as personl one on one time with you or his favorite person.
Make sure the cage is big enough for him and have several perch's, wood, a Sandy perch and even a rop perch.
Join a yahoo group for plucker's and do some goggle.com search's for web site for plucker's and mutilater's.
Also should consider that maybe a collar could help, the soft one's.
Has anything in the home/his life changed?
New bird, dog or cat, or person? Observe carefully to what he does right before and after plucking himself to gain insight to the big question WHY. Health/stress/habit?

How sad, and thank you for trying to help your bird instead of just giving him/her away. Anyway, I think you DEF. need a DIFFERENT avian vet! Any doctor that just says the bird is hormonal and needs prozac is NOT a good dr. There are TONS of different reasons birds can and do self mutilate and there are an equal number of great techniques to help your bird. Please, find another vet and don't give up. If you need help finding a good avian vet, you can look at Bird Talk magazine (or there website) or even contact one of the best avian vets in the country who is frequently featured in Bird Talk - his name is Dr. Burkett - he is in NC - he runs the Birdie Boutique in Durham, NC. Birds that self-mutilate are usually going slowly insane and the cause is a cage that's too small and a life that is too boring. It's a bit like bears in a zoo that begin by just standing and swinging their heads from side to side and they slowly go crazy from boredom. They then usually attack and kill their keepers. Birds, however, will just hurt themselves.
